Why is Georgetown Intervening in the Free Market?

Here is the agenda item from the last meeting of the Georgetown Economic Development Corporation. I'll bet most citizens did not know that the City owns a corporation!

SUBJECT:
Consideration and possible action regarding GEDCO and City Council participation in a Feasibility Study regarding the need for a Hospice Facility in Georgetown - Steve Fought, GEDCO Board member

ITEM SUMMARY:
Steve Fought has researched area facilities and talked with industry professionals regarding Georgetown's lack of inpatient hospice facilities.  He would like GEDCO to consider further examination of the need for a hospice facility.  

It seems the City, through it's Economic Development Corporation, is trying to pick winners and losers with respect to new businesses locating in Georgetown. Why is the City trying to decide if a Hospice Facility is needed in Georgetown? Won't the free market provide a Hospice Facility when market conditions warrant one?

What guides these selections, the personal whims of a council person, a city staff member, a "crony" or just some person off the street?

This does not seem like a "core" city function that warrants the expenditure of taxpayer funds.
